New criteria soon for teachers’ promotionsPradeep SharmaTribune News ServiceChandigarh, October 8Hundreds of college and university teachers in Haryana can heave a sigh of relief as the state government is coming out with newcriteria for promotion under the career advancement scheme (CAS) for them.The new Academic Performance Indicator (API) criterion for the teachers, which will be applicable with effect from September 19 in the current academic session will make the promotions under CAS transparent, according to sources.Under the new guidelines, Internal Quality Assurance Cells (IQAC) will be set up in all colleges as per the University Grants Commission/National Assessment Accreditation Council (NAAC) guidelines under the chairmanship of the principal concerned. The IQAC shall act as the documentation and record keeping centre for the institution, including assistance in the development of the Academic Performance Indicator (API) criteriafor teachers.The sources said if a teacher is considered for CAS promotion in 2013-14, one year API score for 2012-13 alone will be required for assessment. If the next stage of a teacher is due in the academic session 2014-2015, the API score ofonly two years, i.e. 2012-13 and 2012-14, will be counted for the purpose.Now the teachers would be evaluated in three categories.Category 1 will evaluate the teaching, learning and evaluation-related activities which include the teaching-related activities, domain knowledge, participation in examination and evaluation and contribution to innovative teaching and new courses.The teachers must have an API score of 75 out of 125 to be eligible for promotion.In the second category, various co-curricular extension and professional development-related activities have been included.The teacher must have a minimum API score of 15 out of a maximum of 50.Besides, research and academic contributions, which come under the third category, will also have their weightage in the promotions to the next level. “The minimum API score required from this category is different for different levels of promotions,” a senior official said. The set assessment score will be based on verifiable criteria and finalised by the screening/selection committe.
